Part 1 — OHS Program Foundation (Act §13)
Written OHS Policy Statement
A signed, dated policy statement committing your organization to workplace health and safety. Must be posted at the worksite in a visible location.

Hazard Identification & Assessment Process
A documented process to identify, assess, and control workplace hazards before work begins and whenever conditions change. Must be reviewed annually.

Hazard Control Procedures
Written controls for each identified hazard, following the hierarchy: elimination → substitution → engineering controls → administrative controls → PPE.

Safe Work Procedures (SWPs)
Written step-by-step procedures for high-risk tasks. Workers must review and sign off on SWPs. Procedures must be accessible at the work site.

Part 2 — Worker Training & Orientation (Act §3)
New Worker Orientation Checklist
Every new worker must receive documented safety orientation before starting work — covering hazards, emergency procedures, PPE requirements, and their rights. Signed copies must be retained.

WHMIS 2015 Training for All Workers
All workers who may be exposed to hazardous products must receive WHMIS training, including how to read Safety Data Sheets (SDS) and product labels. Training must be site-specific.

PPE Training & Documentation
Workers must be trained on the proper use, care, and limitations of all required personal protective equipment. Training must be documented with dates and signatures.

Records of all training completed by each worker — including dates, topics covered, and trainer name. These are the first documents OHS officers request during an inspection.

Part 3 — Incident Reporting & Investigation (Act §18)
Incident Reporting Procedure
A written process for workers to report all incidents — including near misses. Workers must know how to report and to whom. Some incidents require immediate reporting to Alberta OHS.

Incident Investigation Process
Written procedures for investigating all workplace incidents to determine root cause and prevent recurrence. Investigation records must be retained for at least 2 years.

First Aid Resources & Assessment
First aid kit(s) appropriate to your workplace size and hazards, a first aid attendant if required, and a documented first aid assessment on file.

Part 4 — Emergency Response (Code Part 7)
Written Emergency Response Plan
A site-specific emergency plan covering evacuation routes, emergency contacts (coordinator, hospital, fire/police), assembly point, and procedures for foreseeable emergencies. Must be accessible to all workers.

Emergency Contact List Posted
Emergency phone numbers — including OHS emergency line, nearest hospital, poison control, and internal safety coordinator — posted at the worksite where workers can access them immediately.

Part 5 — Ongoing Compliance & Review
Annual OHS Program Review
Your OHS program must be reviewed at least annually and updated when work processes, hazards, or regulations change. Document the review date and any updates made.

Workers must be informed of their right to refuse unsafe work under the OHS Act. This right and the refusal procedure must be included in your orientation and posted or accessible on site.
